IN particular a related quantum research body should be established. This will ensure safe cyberspace for national grids and other essential structures. The AI/quantum node will greatly enhance global security prospects and contribute towards an ethos of demilitarization and a stable world view (Very low) The UN is not a trustworthy organization and few people would take this seriously. (Very low) All existing institutions are dangerously slow. (Low) International management of dangerous or threatening capabilities is historically ineffective. Monitoring and enforcement have proven difficult for land mines, biological and chemical weapons, nuclear weapons proliferation, drugs, etc. These types of oversight were for things that could be physically inspected, this would be much harder for AGi. (Low) The high degree of bureaucratization and politicization in these agencies usually interferes with the timely adaptation to emerging phenomena, especially some of accelerated development such as artificial intelligence. (Low) I have no problem with trusting the UN. I do question whether factors such as trade agreements apply to the governance of intelligent beings. Human history has so far been the story of turning people into things; we have a historic opportunity to recognize that this is an error, and even to reverse the logic: turning things into people. The Rights of Nature legal movement should be considered as a legal framework for the governance of AGI. (Low) AI goes beyond territorial demarcations. It is kind of irrelevant whether it comes from UN or China, for instance. It must be a global effort in order for it to reach higher potential. (Low) I don't see the benefit of the involvement of these many agencies, many of which (e.g. WTO) have different goals not having anything to do with the risks this agency should deal with. Too many agendas, too many different goals. (50/50) By the reading the comments above, I am thinking that we may suggest to launch the process within the UN but to delegate the management to a new sovra-national body composed of experts and futurists from various existing sovranational bodies or even indipendent. Not sure the current bodies have the necessary expertise or can be effective. (50/50) A multi agency model with a UN AGI agency may gain higher degree of confidence and trust by the World Nations than the multi stakeholders or any others. (50/50) My neutral assessment reflects the need to study more profoundly the logical paradoxes affecting all kinds of AI. (50/50) All these institutions are quite bureaucratic but they might create a supranational and supra institutional platform that should have binding and obligatory rules for all entities-public and private.
